Why New Jersey basements take water
The frost line here means deep foundations, which means nearly every house has a full basement — and the basement holds the panel, the boiler, the laundry and whatever the family stored down there. In the older cities, the sewers carry storm water and waste in the same pipe, so a heavy rain that overwhelms capacity comes back up through whatever opening sits furthest down. Along the Rahway, the Raritan and the Elizabeth River, and in the low-lying sections of Woodbridge and Perth Amboy, water also arrives from outside. Ida made that point in September 2021 in places that had never taken water before.
The rest of the time it is unremarkable and internal: a supply line that let go, a water heater at the end of its life, a washing machine hose that nobody had looked at in a decade.
